Energy Performance Certificates
What is the energy performance certificate?
Energy Performance Certificate (or EPC) is a document based on the basis of building's energy characteristics which estimates the amount of energy necessary to meet average needs of users of the building. One should note that certificate takes into account only the objective elements (purpose of building, standard, materials used, state of systems etc.), but not real consumption of energy which depends on users’ habits, ways of exploitation and many others.
EPC is prepared by a certified expert and is valid for 10 years. In case of carrying out construction work, which resulted in a change in energy characteristics, a new certificate must be issued. Energy performance certification should not be confused with an energy audit, which has different goals (is used for thermodernisation), applies different methodology and has its source in different legislation.
Since when and why energy certificates are valid in Poland?
Energy performance certification was introduced in Poland as of 1 January 2009 as the implementation of the Directives of the European Parliament and the Council of Europe on 16 December 2002 concerning the quality of energy performance. The aim of the Directive is to promote building energy efficiency in the European Community, taking into account the external and internal conditions and the profitability of building projects. They are compulsory for all new buildings and or existing ones which are sold or rented.
Who can issue the certificate?

The person who took the training and examination by the Minister of Infrastructure. |

A person who has completed a post graduate studies in architecture, construction, environmental engineering, energy or related to energy audit for the thermo-and energy assessment of buildings. |
What properties are exempt from energy certification?
